Smart Attachments add-on is available an attachment organizer for JIRA server. It can be activated for all project types available in JIRA.

Attachment Management
When you open the issue, you can see the list of attachment categories which you can upload files to. The set of visible categories may vary depending on the issue type and access restrictions set for each category.
You can re-order categories the way you want them to be displayed, or collapse the unnecessary categoriesones.
Upload of attachments, as well as their moving, is performed directly by drag-and-drop. Selection of attachment categories is also available in the issue status transition forms and native Upload Attachments form. So you can quickly upload attachments to the necessary categories or move them from one category to another.

You can validate that the specific category is not empty or contains files matching the specific naming pattern or regular expressions. Additionally, it can check that there are files uploaded by a specific user, user group or project role.
